I have the honour to acknowledge the receipt

of Your Excellency's despatch (No. 5125/08) in regard to the report that a large supply of Turkish opium has recently been purchased by the Japanese Government and shipped via Osaka to Fortiosa.

I will not fail to do all that lies in my power to ascertain the facts of this matter but I need hardly add that in view of the circumstances connected therewith, it is not unlikely that it will be extremely difficult to obtain the information Your Excellency requires.
